Electric Moped Licence & CBT Rules UK: A Practical Guide | Ride Today
UK rules in plain English

CBT, a car licence and electric mopeds

Electric vehicles can make the terminology confusing, but the legal rules still depend on the vehicle’s classification and your licence entitlement. Do not assume an electric moped is treated as a bicycle or that a car licence automatically lets you ride every electric scooter.

GOV.UK says Compulsory Basic Training (CBT) is usually required before riding a moped or motorcycle on the road. After CBT, a rider aged 16 or over can ride a moped subject to the learner conditions, including L plates and the relevant category/vehicle limits. CBT is not a pass/fail test, and the learner entitlement normally lasts two years before you must pass the relevant full test, retake CBT or stop riding on that entitlement.

Start here: get the exact make/model, registration details and legal vehicle category from the provider. Then check the matching GOV.UK category and your driving-licence record. Top speed alone is not enough to confirm entitlement.
Common situations

What if you already have a car licence?

Car test passed on or after 1 February 2001

GOV.UK says you can ride a moped up to 50cc after completing CBT, subject to the relevant conditions. That does not mean a car licence alone authorises every powered two-wheeler or higher-speed electric model.

Car test passed before 1 February 2001

GOV.UK says you can ride a moped up to 50cc without L plates and without CBT in the stated situation. If the vehicle is outside that moped entitlement, do not assume the same exception applies.

Vehicle advertised at 55 mph

Do not treat a 55 mph model as automatically covered by moped entitlement. Ask us to confirm the exact vehicle category and check the official guidance. Ask the provider for the vehicle category and registration, then confirm the licence category required. You may need motorcycle entitlement beyond the standard moped category.

Before collecting a moped

Your licence and CBT checklist

  1. Identify the vehicle: ask for the make, model, registration and legal category, especially if its advertised top speed is above 28 mph.
  2. Check your licence: use your actual entitlement, not an assumption based on having passed a car test.
  3. Confirm CBT: check whether you need a valid CBT certificate for that category and whether any exception applies to you.
  4. Understand learner conditions: if riding on provisional entitlement, confirm L-plate, passenger and motorway restrictions that apply to your situation.
  5. Check insurance: ensure it covers the exact vehicle and your intended use, including paid delivery if applicable.
  6. Keep records: make sure you can access the relevant licence, CBT and vehicle documents when needed.

GOV.UK states that riding without a valid CBT where one is required can lead to a fine of up to £1,000 and six penalty points. Because the consequences are significant, resolve uncertainty before collecting the vehicle rather than relying on a sales-page description.

FAQs

Electric moped licence questions

Do all electric mopeds require CBT?

CBT is usually required before riding a moped or motorcycle on public roads, but GOV.UK lists specific exceptions. The answer depends on your licence history and the exact vehicle category.

Does a full car licence let me ride the Ride Today Zero LS1?

Do not assume so. Ride Today advertises the LS1 with a top speed of 55 mph, but the product’s legal category and your entitlement must be confirmed. Ask Ride Today for the registration/category and check the official GOV.UK requirements.

How long does CBT last?

For the learner entitlement described by GOV.UK, you must pass the full moped or motorcycle test within two years, or retake CBT or stop riding under that entitlement. Check the official guidance for your circumstances.

Can I use learner entitlement for food delivery?

Do not assume the vehicle subscription, insurer or delivery platform permits it. Confirm the licence category, insurance terms and platform requirements before taking paid orders.
